Managing risks to health and safety is critical to ensuring a workplace is safe. According to Workcover NSW;
A person conducting a business or undertaking (PCBU) has a duty to manage the risks relating to the health and safety of their employees. This includes hazardous chemicals and exposure to them, plant/machinery, working environment and storage of equipment. the management of these risks are often called 'Control measures'.
When a risk cannot be eliminated, the PCBU must choose the control measures that most effectively minimises the risk. This may involve a single control measure or a combination of different controls that together provide the highest level of protection that is reasonably practicable.
The hierarchy of control measures that should be used to control a risk are:

- implementing engineering controls

assessing a risk
To attempt risk assessment, it is important to understand exactly what a 'risk' and a 'hazard' are. The difference between a hazard and risk is that a hazard refers to something that can cause harm whereas a risk is the chance, high or low, that any hazard will actually cause somebody harm.
A matrix like the one to the right is often very useful. It allows the operator to identify a hazard and assess its level of risk by assessing the likelihood of the accident occurring and then the level of impact the accident may have on the operator.
